Türkiye: Islamic banks and finance

Checked on October 12, 2026

In Turkey, the “special finance houses” set up in the 1980s became participation banks (katılım bankaları) under Banking Law 5411 of 2005; they are licensed and supervised by the BDDK and grouped within the TKBB association. In 2026 the TKBB has eleven member banks, including three state-owned ones (Ziraat Katılım, Vakıf Katılım, Emlak Katılım) and several recent digital banks. At the end of August 2026 the sector had 1,513 branches, about 22 million customers and more than TRY 5.3 trillion in assets. Participation insurance and pensions (tekâfül, katılım emeklilik) are supervised by the SEDDK, and the state has issued lease certificates (sukuk) since 2012.

Before you commit

  • Ask for the names of the Shariah board members and their published rulings on the product.
  • Check that the provider is authorised by the country’s regulator.
  • Compare the total cost, not just the monthly payment: the calculators in this section can help.
  • Read the contract: who owns the property, who bears the risk, late-payment charges and where they go.
