And Satan will say when the matter has been concluded, "Indeed, Allāh had promised you the promise of truth. And I promised you, but I betrayed you. But I had no authority over you except that I invited you, and you responded to me. So do not blame me; but blame yourselves. I cannot be called to your aid, nor can you be called to my aid. Indeed, I deny your association of me [with Allāh] before.655 Indeed, for the wrongdoers is a painful punishment."

Tafsir of verse 22
Al-Mukhtasar
When the people of paradise entered paradise, and the people of hellfire entered hellfire, Iblis said: “Indeed Allah gave you a true promise, and he carried out his promise to you. I gave you a false promise and I failed to fulfil my promise to you. With whatever strength I have I will use to compel you in this world towards disbelief and misguidance. I invited you towards disbelieve and made sins attractive to you, so you were quick to follow me. Do not blame me for what befell you of misguidance, but blame yourselves because yourselves are more deserving of blame. I will not help you in averting your penalty, and you will not help me in averting my penalty. I denounce that you made me a partner with Allah in your worship. Those who do wrong by associating partners with Allah in this world and disbelieve in Him have a painful penalty that awaits them on the Day of Judgment.
Satan will say when the matter is finally decided, “Allah gave you a true promise; I also gave you a promise, but I betrayed you10. I had no authority over you, except that I called you and you responded to me11. So do not blame me, but blame yourselves. I cannot rescue you, nor can you rescue me. I deny your previous association of me with Allah. Indeed, for the wrongdoers there will be a painful punishment.”
Notes
[10] “Satan makes no promises to them except delusion!” See 4:120.
[11] By obeying me instead of Him during life on earth.
And Shaitân (Satan) will say when the matter has been decided: "Verily, Allâh promised you a promise of truth. And I too promised you, but I betrayed you. I had no authority over you except that I called you, and you responded to me. So blame me not, but blame yourselves. I cannot help you, nor can you help me. I deny your former act in associating me (Satan) as a partner with Allâh (by obeying me in the life of the world). Verily, there is a painful torment for the Zâlimûn (polytheists and wrong-doers)."
And Satan saith, when the matter hath been decided: Lo! Allah promised you a promise of truth; and I promised you, then failed you. And I had no power over you save that I called unto you and ye obeyed me. So blame not, but blame yourselves. I cannot help you, nor can ye help me, Lo! I disbelieved in that which ye before ascribed to me. Lo! for wrong-doers is a painful doom.
And Satan will say when the matter is decided: "It was Allah Who gave you a promise of Truth: I too promised, but I failed in my promise to you. I had no authority over you except to call you but ye listened to me: then reproach not me, but reproach your own souls. I cannot listen to your cries, nor can ye listen to mine. I reject your former act in associating me with Allah. For wrong-doers there must be a grievous penalty."
And the Shaitan shall say after the affair is decided: Surely Allah promised you the promise of truth, and I gave you promises, then failed to keep them to you, and I had no authority over you, except that I called you and you obeyed me, therefore do not blame me but blame yourselves: I cannot be your aider (now) nor can you be my aiders; surely I disbelieved in your associating me with Allah before; surely it is the unjust that shall have the painful punishment.
And Ash-Shaytan (The all-vicious "one", i.e., the Devil) says, as soon as the Command is decreed, "Surely Allah promised you a promise of Truth, and I promised you, then I failed you; and in no way did I have any all-binding authority over you except that I called you, so you responded to me. So do not blame me and blame yourselves. In no way can I be a screamer (i.e., able to every for help for you) for you, and in no way can you be screamers for me. Surely I disbelieved in your associating me (with Allah) earlier." Surely the unjust will have a painful torment.
And those who disbelieve say, "We will never believe in this Qur’ān nor in that before it." But if you could see when the wrongdoers are made to stand before their Lord, refuting each others' words... Those who were oppressed will say to those who were arrogant, "If not for you, we would have been believers." …
And who is more astray than he who invokes besides Allāh those who will not respond to him until the Day of Resurrection [i.e., never], and they, of their invocation, are unaware. …
Or have they partners [i.e., other deities] who have ordained for them a religion to which Allāh has not consented? But if not for the decisive word, it would have been concluded between them. And indeed, the wrongdoers will have a painful punishment.
