Tafsir of verse 101
Al-Mukhtasar
When We abrogate the ruling of one verse of the Qur’ān with another verse - and Allah knows well about the part of the Qur’ān that is abrogated for a reason and the part that is not abrogated - they say: You, O Muhammad, are only a liar making up things about Allah. Rather, most of them do not know that abrogation occurs for a divine reason with far-reaching wisdom.
When We replace one verse with another65 – and Allah knows best what He sends down – they say, “You are just making it up.” In fact, most of them have no knowledge.
Notes
[65] By abrogating (naskh) of a ruling altogether with a new one or maintaining its wording in the Qur’an.
And when We change a Verse (of the Qur’ân,) in place of another - and Allâh knows best what He sends down - they (the disbelievers) say: "You (O Muhammad صلى الله عليه و سلم) are but a Muftari! (forger, liar)." Nay, but most of them know not.
And when We put a revelation in place of (another) revelation, - and Allah knoweth best what He revealeth - they say: Lo! thou art but inventing. Most of them know not.
When We substitute one revelation for another,- and Allah knows best what He reveals (in stages),- they say, "Thou art but a forger": but most of them understand not.
And when We change (one) communication for (another) communication, and Allah knows best what He reveals, they say: You are only a forger. Nay, most of them do not know.
And when We substitute a verse (Literally; a sign "ayat) in the place of (another) verse-and Allah best knows what He is sending down-they say, "Surely you are only a fabricator!" No indeed, (but) most of them do not know.
We do not abrogate a verse or cause it to be forgotten except that We bring forth [one] better than it or similar to it. Do you not know that Allāh is over all things competent?

Or have they taken gods besides Him? Say, [O Muḥammad], "Produce your proof. This [Qur’ān] is the message for those with me and the message of those before me." But most of them do not know the truth, so they are turning away.
