In it are clear signs [such as] the standing place of Abraham. And whoever enters it [i.e., the Ḥaram] shall be safe. And [due] to Allāh from the people is a pilgrimage to the House - for whoever is able to find thereto a way. But whoever disbelieves [i.e., refuses] - then indeed, Allāh is free from need of the worlds.140

Tafsir of verse 97
Al-Mukhtasar
In this place of worship are clear signs of its special honour and blessings, such as the acts of worship performed in it, and its landmarks, including the stone that Abraham stood on when he was raising the walls of the Kaaba; and whoever enters it is safe, with no harm coming to them. People have a duty to Allah to perform the acts of Hajj in this House of worship, if they are able to do so. Whoever rejects the duty of Hajj disbelieves in Allah, and Allah is in no need of them or anything all in the worlds.
In it are clear signs [such as] the standing place of Abraham44; whoever enters it will be safe. Pilgrimage to the House is a duty owed to Allah upon all people who are able to make their way to it; whoever disbelieves, then Allah is in no need for the worlds45.
Notes
[44] It is the stone on which Abraham (عليه السلام) stood while building the Ka‘ba. It is an everlasting sign of the relationship of Islam to Abraham’s creed. [45] He is in no need for His servants’ worship; it is they who are in need of Him.
In it are manifest signs (for example), the Maqâm (place) of Ibrâhîm (Abraham); whosoever enters it, he attains security. And Hajj (pilgrimage to Makkah) to the House (Ka‘bah ) is a duty that mankind owes to Allâh, those who can afford the expenses (for one’s conveyance, provision and residence); and whoever disbelieves [i.e. denies Hajj (pilgrimage to Makkah), then he is a disbeliever of Allâh], then Allâh stands not in need of any of the ‘Âlamîn (mankind, jinn and all that exists)19.
Notes
[19] (V.3:97)
a) The performance of Hajj is an enjoined duty and its superiority, and the Statement of Allâh عز وجل: "Hajj (pilgrimage) to the House (Ka‘bah), is a duty that mankind owes to Allâh, those who can afford the expenses (for one’s conveyance, provision and residence); and whoever disbelieves [i.e. denies Hajj (pilgrimage to Makkah), then he is a disbeliever of Allâh], then Allâh stands not in need of any of the ‘Âlamîn." (V.3:97) (Sahih Al-Bukhâri, Vol.2, Chapter 1, The Book of Hajj, P. 344).
b) Islâm demolishes all the previous evil deeds and so do migration (for Allâh’s sake) and Hajj (pilgrimage to Makkah) [Al-Lû’lû wal-Marjân] (Sahih Muslim ).
Wherein are plain memorials (of Allah's guidance); the place where Abraham stood up to pray; and whosoever entereth it is safe. And pilgrimage to the House is a duty unto Allah for mankind, for him who can find a way thither. As for him who disbelieveth, (let him know that) lo! Allah is Independent of (all) creatures.
In it are Signs Manifest; (for example), the Station of Abraham; whoever enters it attains security; Pilgrimage thereto is a duty men owe to Allah,- those who can afford the journey; but if any deny faith, Allah stands not in need of any of His creatures.
In it are clear signs, the standing place of Ibrahim, and whoever enters it shall be secure, and pilgrimage to the House is incumbent upon men for the sake of Allah, (upon) every one who is able to undertake the journey to it; and whoever disbelieves, then surely Allah is Self-sufficient, above any need of the worlds.
Therein are supremely evident signs: the station of Ibrahim. (Abraham) And whoever enters it is secure. And it is (a duty) upon mankind towards Allah (to come) to the Home on Pilgrimage, for whomever is able to make a way to it. And (as for) him who has disbelieved, then surely Allah is Ever-Affluent, (Literally: Ever-Rich) (dispensing) with the worlds.
And [mention] when We made the House [i.e., the Kaʿbah] a place of return for the people and [a place of] security. And take, [O believers], from the standing place of Abraham a place of prayer. And We charged Abraham and Ishmael, [saying], "Purify My House for those who perform ṭawāf and those who are staying [there] for worship and those who bow and prostrate [in prayer]."
Have they not seen that We made [Makkah] a safe sanctuary, while people are being taken away all around them? Then in falsehood do they believe, and in the favor of Allāh they disbelieve?
And complete the ḥajj and ʿumrah for Allāh. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting [three days] or charity or sacrifice. And when you are secure, then whoever performs ʿumrah [during the ḥajj months] followed by ḥajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during ḥajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Ḥarām. And fear Allāh and know that Allāh is severe in penalty.
O you who have believed, do not ask about things which, if they are shown to you, will distress you. But if you ask about them while the Qur’ān is being revealed, they will be shown to you. Allāh has pardoned it [i.e., that which is past]; and Allāh is Forgiving and Forbearing.

And We had certainly given Luqmān wisdom [and said], "Be grateful to Allāh." And whoever is grateful is grateful for [the benefit of] himself. And whoever denies [His favor] - then indeed, Allāh is Free of need and Praiseworthy.
