The Prophet ﷺ said: “The most beloved of your names to Allah are ʿAbd Allah and ʿAbd al-Rahman” (Muslim 2132), and scholars add to them all names formed on a name of Allah. The name al-Qadir occurs 7 times in the Quran; its page in the 99 Names section gives its meaning and verses.
ʿAbd al-Qadir joins ʿabd with al-Qadir, from the root q-d-r of measure and power: the One who has power over everything and whom nothing renders powerless. Very common in the Maghreb (Abdelkader), it recalls the Sufi master ʿAbd al-Qadir al-Jilani (12th century) and Emir ʿAbd al-Qadir, leader of the Algerian resistance in the 19th century.
And they say, "Why has a sign not been sent down to him from his Lord?" Say, "Indeed, Allāh is Able to send down a sign, but most of them do not know."
Say, "He is the [one] Able to send upon you affliction from above you or from beneath your feet or to confuse you [so you become] sects and make you taste the violence of one another." Look how We diversify the signs that they might understand.
