And those who do not expect the meeting with Us say, "Why were not angels sent down to us, or [why] do we [not] see our Lord?" They have certainly become arrogant within themselves1013 and [become] insolent with great insolence.

[1013] Additional meanings are "among themselves" and "over [the matter of] themselves."

Tafsir of verse 21
Al-Mukhtasar
The disbelievers who do not expect to meet Me and who do not fear My punishment said, “Why does not Allah send down the angels to us, so they can tell us about the truth of Muhammad?’ or ‘Why can we not see our Lord with our own eyes, so He can tell us about that?’ They are too proud within themselves and this prevented them from having faith, and they have gone beyond the limit of disbelief and transgression by this statement of theirs.
Those who do not expect to meet Us say, “Why are angels not sent down to us or why do we not see our Lord?” They have been too proud of themselves, and have transgressed immensely.
And those who expect not a Meeting with Us (i.e. those who deny the Day of Resurrection and the life of the Hereafter) said: "Why are not the angels sent down to us, or why do we not see our Lord?" Indeed they think too highly of themselves, and are scornful with great pride.2
Notes
[2] (V.25:21) See the footnote of (V.22:9).
And those who look not for a meeting with Us say: Why are angels not sent down unto us and (Why) do we not see our Lord! Assuredly they think too highly of themselves and are scornful with great pride.
Such as fear not the meeting with Us (for Judgment) say: "Why are not the angels sent down to us, or (why) do we not see our Lord?" Indeed they have an arrogant conceit of themselves, and mighty is the insolence of their impiety!
And those who do not hope for Our meeting, say: Why have not angels been sent down upon us, or (why) do we not see our Lord? Now certainly they are too proud of themselves and have revolted in great revolt.
And the ones who do not hope for a meeting with Us have said, "Had there been (the) Angels sent down upon us, or (had it been for us to) see our Lord!" Indeed they have already waxed proud within themselves and have rebelled a great rebellion.
And when a sign comes to them, they say, "Never will we believe until we are given like that which was given to the messengers of Allāh." Allāh is most knowing of where [i.e., with whom] He places His message. There will afflict those who committed crimes debasement before Allāh and severe punishment for what they used to conspire.
And even if We had sent down to them the angels [with the message] and the dead spoke to them [of it] and We gathered together every [created] thing in front of them, they would not believe unless Allāh should will. But most of them, [of that], are ignorant.
And if you could but see when the angels take the souls of those who disbelieved... They are striking their faces and their backs and [saying], "Taste the punishment of the Burning Fire.
And who is more unjust than one who invents a lie about Allāh or says, "It has been inspired to me," while nothing has been inspired to him, and one who says, "I will reveal [something] like what Allāh revealed." And if you could but see when the wrongdoers are in the overwhelming pangs of death while the angels extend their hands, [saying], "Discharge your souls! Today you will be awarded the punishment of [extreme] humiliation for what you used to say against Allāh other than the truth and [that] you were, toward His verses, being arrogant."
Indeed, those who have said, "Our Lord is Allāh" and then remained on a right course - the angels will descend upon them, [saying], "Do not fear and do not grieve but receive good tidings of Paradise, which you were promised. …

Indeed, those who do not expect the meeting with Us and are satisfied with the life of this world and feel secure therein and those who are heedless of Our signs -
And if Allāh was to hasten for the people the evil [they invoke] as He hastens for them the good, their term would have been ended for them. But We leave the ones who do not expect the meeting with Us, in their transgression, wandering blindly.
And when Our verses are recited to them as clear evidences, those who do not expect the meeting with Us say, "Bring us a Qur’ān other than this or change it." Say, [O Muḥammad], "It is not for me to change it on my own accord. I only follow what is revealed to me. Indeed I fear, if I should disobey my Lord, the punishment of a tremendous Day."
