Translation
There is no blame upon you for that to which you [indirectly] allude concerning a proposal to women or for what you conceal within yourselves. Allāh knows that you will have them in mind. But do not promise them secretly except for saying a proper saying. And do not determine to undertake a marriage contract until the decreed period93 reaches its end. And know that Allāh knows what is within yourselves, so beware of Him. And know that Allāh is Forgiving and Forbearing.

Al-Mukhtasar
There is no sin on you if you hint to your desire to propose to a woman who is still in her waiting period after a divorce or after the death of her husband. For example, a person may say, ‘When your waiting period is over, let me know’. There is also no sin on you if you keep this desire to yourselves. Allah knows that you will mention them because of your strong desire to marry, so He has allowed you to give a hint without being open. Beware of secretly making any promise to marry them whilst they are still in their waiting period. However, you may give a hint to them in the manner that is acceptable; but do not confirm the marriage contract in the period of waiting. Know that Allah is aware of what is in your hearts, so be mindful of Him and do not go against His instruction. Know that Allah Forgiving to the person who repents to Him; and that He is tolerant and does not often quickly punish.
There is no sin on you if you hint a proposal of marriage or keep it concealed in your hearts. Allah knows that you will make mention of them129, but do not make a secret promise with them, except that you may say something appropriate130. Do not resolve a marriage contract until the prescribed time is reached. And know that Allah knows what is in your hearts, so be cautious of Him and know that Allah is All-Forgiving, Most Forbearing.
Notes
[129] i.e., the widowed or irrevocably divorced.
[130] e.g. by saying to her, "If one finds a wife like you, he will be happy" or so.
And there is no sin on you if you make a hint of betrothal or conceal it in yourself, Allâh knows that you will remember them, but do not make a promise of contract with them in secret except that you speak an honourable saying according to the Islâmic law.61 And do not consummate the marriage until the term prescribed is fulfilled. And know that Allâh knows what is in your minds, so fear Him. And know that Allâh is Oft-Forgiving, Most Forbearing.
Notes
[61] (V.2:235) e.g. you can say to her, "If one finds a wife like you, he will be happy".
There is no sin for you in that which ye proclaim or hide in your minds concerning your troth with women. Allah knoweth that ye will remember them. But plight not your troth with women except by uttering a recognised form of words. And do not consummate the marriage until (the term) prescribed is run. Know that Allah knoweth what is in your minds, so beware of Him; and know that Allah is Forgiving, Clement.
There is no blame on you if ye make an offer of betrothal or hold it in your hearts. Allah knows that ye cherish them in your hearts: But do not make a secret contract with them except in terms Honourable, nor resolve on the tie of marriage till the term prescribed is fulfilled. And know that Allah Knoweth what is in your hearts, and take heed of Him; and know that Allah is Oft-forgiving, Most Forbearing.
And there is no blame on you respecting that which you speak indirectly in the asking of (such) women in marriage or keep (the proposal) concealed within your minds; Allah knows that you win mention them, but do not give them a promise in secret unless you speak in a lawful manner, and do not confirm the marriage tie until the writing is fulfilled, and know that Allah knows what is in your minds, therefore beware of Him, and know that Allah is Forgiving, Forbearing.
And there is no fault in you concerning whatever offer of betrothal you intimate to women, or nestle in yourselves. Allah knows that you will remember them. But do not make any promise with them secretly, excepting that you say some beneficent saying. And do not resolve on the knot (i.e., the bond) of marriage until the term (Literally: book) has been reached; its term; and know that Allah knows whatever is in yourselves, so be wary of Him. And know that Allah is Ever-Forgiving, Ever-Forbearing.
And those who are taken in death among you and leave wives behind - for their wives is a bequest: maintenance for one year without turning [them] out. But if they leave [of their own accord], then there is no blame upon you for what they do with themselves in an acceptable way. And Allāh is Exalted in Might and Wise.
Allāh has made the Kaʿbah, the Sacred House, standing for the people and [has sanctified] the sacred months and the sacrificial animals and the garlands [by which they are identified]. That is so you may know that Allāh knows what is in the heavens and what is in the earth and that Allāh is Knowing of all things.
And fulfill the covenant of Allāh when you have taken it, [O believers], and do not break oaths after their confirmation while you have made Allāh, over you, a security [i.e., witness]. Indeed, Allāh knows what you do.
