Translation
Divorced women remain in waiting [i.e., do not remarry] for three periods,86 and it is not lawful for them to conceal what Allāh has created in their wombs if they believe in Allāh and the Last Day. And their husbands have more right to take them back in this [period] if they want reconciliation.87 And due to them [i.e., the wives] is similar to what is expected of them, according to what is reasonable.88 But the men [i.e., husbands] have a degree over them [in responsibility and authority]. And Allāh is Exalted in Might and Wise.
Notes
[86] Either menstrual periods or periods of purity between menstruation. See also 65:1-7.
[87] The husband may return her to himself during the ʿiddah period of a first and second divorce without a new marriage contract.
[88] The wife has specific rights upon her husband, just as the husband has rights upon her.

Tafsir of verse 228
Al-Mukhtasar
Divorced women must not remarry after a divorce for three menstrual periods. If they are true in their faith in Allah and the Last Day, they may not hide the foetus that Allah has created in their wombs. Their husbands, who issued the divorce, have the first right to recall them during the waiting period if their intention is to live well with them and to cancel what has occurred because of the divorce. Wives have rights and obligations like those of husbands in a manner that people consider fair. Men have a higher rank than them in terms of responsibility and with respect to divorce. Allah is Mighty and nothing can overcome His decree. He is Wise in His legislation and planning.
Divorced women should wait for three menstrual cycles118. It is not permissible for them to hide what Allah has created in their wombs119 if they believe in Allah and the Last Day. Their husbands have the greater right to take them back within that period120 if they want reconciliation. Women have rights similar to the rights over them in a reasonable manner, although men have a higher degree [of responsibility] over them. And Allah is All-Mighty, All-Wise.
Notes
[118] Either menstrual periods or periods of purity between menstruation; to ensure that no pregnancy has taken place.
[119] That is to conceal pregnancy during their waiting period (‘iddah), with the intention of concluding the divorce.
[120] During the ‘iddah period of a first and second divorce without a new marriage contract.
And divorced women shall wait (as regards their marriage) for three menstrual periods, and it is not lawful for them to conceal what Allâh has created in their wombs, if they believe in Allâh and the Last Day. And their husbands have the better right to take them back in that period, if they wish for reconciliation. And they (women) have rights (over their husbands as regards living expenses) similar (to those of their husbands) over them (as regards obedience and respect) to what is reasonable, but men have a degree (of responsibility) over them. And Allâh is All-Mighty, All-Wise.
Women who are divorced shall wait, keeping themselves apart, three (monthly) courses. And it is not lawful for them that they should conceal that which Allah hath created in their wombs if they are believers in Allah and the Last Day. And their husbands would do better to take them back in that case if they desire a reconciliation. And they (women) have rights similar to those (of men) over them in kindness, and men are a degree above them. Allah is Mighty, Wise.
Divorced women shall wait concerning themselves for three monthly periods. Nor is it lawful for them to hide what Allah Hath created in their wombs, if they have faith in Allah and the Last Day. And their husbands have the better right to take them back in that period, if they wish for reconciliation. And women shall have rights similar to the rights against them, according to what is equitable; but men have a degree (of advantage) over them. And Allah is Exalted in Power, Wise.
And the divorced women should keep themselves in waiting for three courses; and it is not lawful for them that they should conceal what Allah has created in their wombs, if they believe in Allah and the last day; and their husbands have a better right to take them back in the meanwhile if they wish for reconciliation; and they have rights similar to those against them in a just manner, and the men are a degree above them, and Allah is Mighty, Wise.
And divorced women shall a wait by themselves for three periods; and it is not lawful for them to keep back what Allah has created in their wombs, in case they (really) believe in Allah and the Last Day. And their husbands have truer (right) to restoring (Literally: to sending them back) them in such time, in case they are willing to do righteousness. (i.e., reconcile) And they (the women) have (rights) like (the obligations) they are under with beneficence; and men have a degree above them; and Allah is Ever-Mighty, Ever-Wise.
Verse 228 word by word
وَٱلْمُطَلَّقَٰتُwal-muṭalaqātuAnd the women who are divorcedط ل ق
O Prophet, when you [Muslims] divorce women, divorce them for [the commencement of] their waiting period and keep count of the waiting period, and fear Allāh, your Lord. Do not turn them out of their [husbands'] houses, nor should they [themselves] leave [during that period] unless they are committing a clear immorality. And those are the limits [set by] Allāh. And whoever transgresses the limits of Allāh has certainly wronged himself. You know not; perhaps Allāh will bring about after that a [different] matter.
Verses with similar wording
They share a sequence of words with this verse: useful for telling them apart when memorising.
But among the bedouins are some who believe in Allāh and the Last Day and consider what they spend as means of nearness to Allāh and of [obtaining] invocations of the Messenger. Unquestionably, it is a means of nearness for them. Allāh will admit them to His mercy. Indeed, Allāh is Forgiving and Merciful.
And when they have [nearly] fulfilled their term, either retain them according to acceptable terms or part with them according to acceptable terms. And bring to witness two just men from among you and establish the testimony for [the acceptance of] Allāh. That is instructed to whoever should believe in Allāh and the Last Day. And whoever fears Allāh - He will make for him a way out
And when you divorce women and they have fulfilled their term, do not prevent them from remarrying their [former] husbands if they [i.e., all parties] agree among themselves on an acceptable basis. That is instructed to whoever of you believes in Allāh and the Last Day. That is better for you and purer, and Allāh knows and you know not.
O you who have believed, do not invalidate your charities with reminders [of it] or injury as does one who spends his wealth [only] to be seen by the people and does not believe in Allāh and the Last Day. His example is like that of a [large] smooth stone upon which is dust and is hit by a downpour that leaves it bare. They are unable [to keep] anything of what they have earned. And Allāh does not guide the disbelieving people.
