And when you divorce women91 and they have fulfilled their term, do not prevent them from remarrying their [former] husbands if they [i.e., all parties] agree among themselves on an acceptable basis. That is instructed to whoever of you believes in Allāh and the Last Day. That is better for you and purer, and Allāh knows and you know not.

Tafsir of verse 232
Al-Mukhtasar
When you divorce women less than three times and their waiting period ends, do not stop them from returning to their husbands with a new marriage contract if they wish to do so and they agree with their husbands. This law prohibiting them from being prevented is a piece of advice for that person who has faith in Allah and the Last Day. If you obey, this will bring greater good to you, and keep your honour and actions free of impurities. Allah knows the reality and outcome of matters, whereas you do not.
When you divorce women, and they have reached the end of their waiting period, do not prevent them from marrying their husbands125 if they mutually agree with fairness. This advice is for all among you who believe in Allah and the Last Day. This is better and purer for you. And Allah knows, and you do not know.

And remember the favor of Allāh upon you and what has been revealed to you of the Book [i.e., the Qur’ān] and wisdom [i.e., the Prophet's sunnah] by which He instructs you. And fear Allāh and know that Allāh is Knowing of all things.
But among the bedouins are some who believe in Allāh and the Last Day and consider what they spend as means of nearness to Allāh and of [obtaining] invocations of the Messenger. Unquestionably, it is a means of nearness for them. Allāh will admit them to His mercy. Indeed, Allāh is Forgiving and Merciful.
