And We have certainly created for Hell many of the jinn and mankind. They have hearts with which they do not understand, they have eyes with which they do not see, and they have ears with which they do not hear. Those are like livestock; rather, they are more astray.424 It is they who are the heedless.
Notes
[424] The reference is to their inability (i.e., refusal) to think and reason, while blindly following (as they are accustomed).

Tafsir of verse 179
Al-Mukhtasar
And I made for the Hellfire, many people from Humankind and the Jinn, because of My Knowledge that they would do the actions of the people of Hell. They have hearts by which they do not understand what will benefit them and what will harm them; eyes which they do not use to see the signs of Allah within themselves and upon the horizons, so that they can learn from them; and they have ears which they do not use to listen to the verses of Allah, so that they might reflect over them. Such people resemble cattle in their lack of sense – rather, they are even more astray. They are oblivious to faith in Allah and the Last day.
We have surely created for Hell many jinn and humans. They have hearts with which they do not understand, eyes with which they do not see, and ears with which they do not hear77. They are like cattle78, rather, they are more astray. It is they who are the heedless.
Notes
[77] As they willfully fail to use their faculties of discernment and understanding.
[78] They only care to satiate their animalistic drives, not about the life to come, so they are no better than livestock.
And surely, We have created many of the jinn and mankind for Hell. They have hearts wherewith they understand not, and they have eyes wherewith they see not, and they have ears wherewith they hear not (the truth). They are like cattle, nay even more astray; those! They are the heedless ones.
Already have We urged unto hell many of the jinn and humankind, having hearts wherewith they understand not, and having eyes wherewith they see not, and having ears wherewith they hear not. These are as the cattle - nay, but they are worse! These are the neglectful.
Many are the Jinns and men we have made for Hell: They have hearts wherewith they understand not, eyes wherewith they see not, and ears wherewith they hear not. They are like cattle,- nay more misguided: for they are heedless (of warning).
And certainly We have created for hell many of the jinn and the men; they have hearts with which they do not understand, and they have eyes with which they do not see, and they have ears with which they do not hear; they are as cattle, nay, they are in worse errors; these are the heedless ones.
And indeed We have already propagated for Hell many of the jinn and humankind; they have hearts with which they do not comprehend, and they have eyes with which they do not behold, and they have ears with which they do not hear. Those are like the cattle; no indeed, they are further in error. Those are they (who are) heedless..
And We had certainly established them in such as We have not established you, and We made for them hearing and vision and hearts [i.e., intellect]. But their hearing and vision and hearts availed them not from anything [of the punishment] when they were [continually] rejecting the signs of Allāh; and they were enveloped by what they used to ridicule.
The example of those who disbelieve is like that of one who shouts at what hears nothing but calls and cries [i.e., cattle or sheep] - deaf, dumb and blind, so they do not understand.
Had Allāh known any good in them, He would have made them hear. And if He had made them hear, they would [still] have turned away, while they were refusing.
