These verses describe the Fire as an eternal abode for its inhabitants, whose fuel is people and stones. Above all they name those who will enter it: disbelievers and associators, sinners, the defiantly disobedient and the followers of Satan, those who turn others away from Allah’s path, those who deny the resurrection or are arrogant towards the truth, and the hypocrites.

هَٰذَانِ خَصْمَانِ ٱخْتَصَمُوا۟ فِى رَبِّهِمْ فَٱلَّذِينَ كَفَرُوا۟ قُطِّعَتْ لَهُمْ ثِيَابٌ مِّن نَّارٍ يُصَبُّ مِن فَوْقِ رُءُوسِهِمُ ٱلْحَمِيمُ ١٩
These are two adversaries who have disputed over their Lord. But those who disbelieved will have cut out for them garments of fire. Poured upon their heads will be scalding water
