So he began [the search] with their bags before the bag of his brother; then he extracted it from the bag of his brother. Thus did We plan for Joseph. He could not have taken his brother within the religion [i.e., law] of the king except that Allāh willed. We raise in degrees whom We will, but over every possessor of knowledge is one [more] knowing.609

Tafsir of verse 76
Al-Mukhtasar
So they returned them to Joseph to inspect their bags. He started by inspecting the bags of his half-brothers before inspecting the bag of his full brother, to cover up what he was doing. Then he inspected the bag of his full brother, and took the bowl of the king out of it. As Allah planned things for Joseph by arranging to have the bowl put into the bag of his brother, He also arranged – for the benefit of Joseph – that his brothers would be given the punishment of their country, which was the enslavement of the thief. This would not have come to pass if it had been according to the punishment of the king for thieves, which was beating and fining. Allah is able to arrange matters in whatever way He wills. He raises the ranks of those of His servants whom He wills, as He raised the rank of Joseph. Above every possessor of knowledge is someone more knowledgeable than them, and above the knowledge of everyone is the knowledge of Allah, Who knows all things.
So he began searching their bags before his brother’s bag29, then he brought it out of his brother’s bag. This is how We planned for Joseph; he could not have detained his brother under the King’s law, unless Allah so willed. We raise in ranks whom We will, but above each one who possesses knowledge is the All-Knowing One.
Notes
[29] To avert suspicion.
So he [Yûsuf (Joseph)] began (the search) in their bags before the bag of his brother. Then he brought it out of his brother’s bag. Thus did We plan for Yûsuf (Joseph). He could not take his brother by the law of the king (as a slave), except that Allâh willed it. (So Allâh made the brothers to bind themselves with their way of "punishment, i.e. enslaving of a thief.") We raise to degrees whom We will, but over all those endowed with knowledge is the All-Knowing (Allâh).
Then he (Joseph) began the search with their bags before his brother's bag, then he produced it from his brother's bag. Thus did We contrive for Joseph. He could not have taken his brother according to the king's law unless Allah willed. We raise by grades (of mercy) whom We will, and over every lord of knowledge there is one more knowing.
So he began (the search) with their baggage, before (he came to) the baggage of his brother: at length he brought it out of his brother's baggage. Thus did We plan for Joseph. He could not take his brother by the law of the king except that Allah willed it (so). We raise to degrees (of wisdom) whom We please: but over all endued with knowledge is one, the All-Knowing.
So he began with their sacks before the sack of his brother, then he brought it out from his brother's sack. Thus did We plan for the sake of Yusuf; it was not (lawful) that he should take his brother under the king's law unless Allah pleased; We raise the degrees of whomsoever We please, and above every one possessed of knowledge is the All-knowing one.
So he began with their sacks before his brother's sack; thereafter he drew it forth out of his brother's sack. Thus We plotted for Yusuf; in no way indeed could he take his brother, in the king's religion (OR: law) except that Allah decided. We raise in degree (s) whomever We decide; and above every (man) owning knowledge is One Who is Ever-Knowing.
O you who have believed, when you are told, "Space yourselves" in assemblies, then make space; Allāh will make space for you. And when you are told, "Arise," then arise; Allāh will raise those who have believed among you and those who were given knowledge, by degrees. And Allāh is Aware of what you do.

And that was Our [conclusive] argument which We gave Abraham against his people. We raise by degrees whom We will. Indeed, your Lord is Wise and Knowing.

And even if We had sent down to them the angels [with the message] and the dead spoke to them [of it] and We gathered together every [created] thing in front of them, they would not believe unless Allāh should will. But most of them, [of that], are ignorant.
