سورة يس، الآية ٨
إِنَّا جَعَلْنَا فِىٓ أَعْنَٰقِهِمْ أَغْلَٰلًا فَهِىَ إِلَى ٱلْأَذْقَانِ فَهُم مُّقْمَحُونَ ٨
innā jaʿalnā fī aʿnāqihim aghlālan fahiya ilā l-adhqāni fahum muq'maḥūna
Indeed, We have put shackles on their necks, and they are to their chins, so they are with heads [kept] aloft.

These people do not have faith nor are they guided. Their example in this is like those in whose necks iron collars that extend all the way up and whose hands are tied to their necks under their chins. As a result, they are forced to lift their heads to the sky and they are unable to lower them. These people are shackled from having faith in Allah and therefore they do not submit to it and they do not lower their heads on account of it.
[It is as if] We have placed shackles around their necks up to their chins, so their heads are forced to remain up,
Verily We have put on their necks iron collars reaching to the chins, so that their heads are raised up.
Lo! We have put on their necks carcans reaching unto the chins, so that they are made stiff-necked.
We have put yokes round their necks right up to their chins, so that their heads are forced up (and they cannot see).
Surely We have placed chains on their necks, and these reach up to their chins, so they have their heads raised aloft.
Surely We have made on their necks shackles, so they are up to the chins, so they are stiff-necked.
وَلَا تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَىٰ عُنُقِكَ وَلَا تَبْسُطْهَا كُلَّ ٱلْبَسْطِ فَتَقْعُدَ مَلُومًا مَّحْسُورًا
And do not make your hand [as] chained to your neck or extend it completely and [thereby] become blamed and insolvent.
