So is one who [stands] upon a clear evidence from his Lord [like the aforementioned]? And a witness555 from Him follows it,556 and before it was the Scripture of Moses to lead and as mercy. Those [believers in the former revelations] believe in it [i.e., the Qur’ān]. But whoever disbelieves in it from the [various] factions - the Fire is his promised destination. So be not in doubt about it. Indeed, it is the truth from your Lord, but most of the people do not believe.
Notes
[555] Referring to Prophet Muḥammad (ﷺ) or to the angel Gabriel.
[556] Testifying to its truth. Additionally, it can mean "recites it," i.e., the Qur’ān.

Tafsir of verse 17
Al-Mukhtasar
The Prophet Muhammad (peace be upon him)has a clear proof from His Lord, the Exalted, which is the noble Qur’ān that testifies to the truth of what he says; and the Torah, revealed to Moses (peace be upon him), also testifies to the truth of his prophethood. He was sent as a guide and a mercy to people. He and those who believe with him are not the same as the disbelievers, who wander aimlessly in error; for they believe in the Qur’ān and in Muhammad (peace and blessings be upon him), to whom the Qur’ān was revealed. As for those who disbelieve in it from the different groups, the fire of Hell will be their promised destination on the Day of Judgement. So the Messenger (peace be upon him)should not be in any doubt about the Qur’ān, and about their destination, because it is the truth, in which there is no doubt. However, most people do not have faith, despite the coming together of clear signs and evidence.
Can they be like those who are upon clear proof from their Lord, backed by a witness [i.e., Gabriel] from Him, and before it was the Book of Moses a guide and mercy? Such people believe in it. But whoever of the factions9 disbelieves in it, the Fire will be their promised end. So have no doubt about it, for it is the truth from your Lord, but most people do not believe.
Notes
[9] i.e., Jews, Christians and all other non-Muslim nations.
Can they (Muslims) who rely on a clear proof (the Qur’ân) from their Lord, and whom a witness [Jibril (Gabriel عليه السلام)] from Him recites (follows) it (can they be equal with the disbelievers); and before it, came the Book of Mûsâ (Moses), a guidance and a mercy, they believe therein, but those of the sects (Jews, Christians and all the other non-Muslim nations) that reject it (the Qur’ân), the Fire will be their promised meeting-place. So be not in doubt about it (i.e. those who denied Prophet Muhammad صلى الله عليه و سلم and also denied all that which he brought from Allâh. Surely, they will enter Hell). Verily, it is the truth from your Lord, but most of the mankind believe not.2
Notes
[2] (V.11:17) See the footnote of (V.3:85) and the footnote (c) of (V.41:46).
Is he (to be counted equal with them) who relieth on a clear proof from his Lord, and a witness from Him reciteth it, and before it was the Book of Moses, an example and a mercy? Such believe therein, and whoso disbelieveth therein of the clans, the Fire is his appointed place. So be not thou in doubt concerning it. Lo! it is the Truth from thy Lord; but most of mankind believe not.
Can they be (like) those who accept a Clear (Sign) from their Lord, and whom a witness from Himself doth teach, as did the Book of Moses before it,- a guide and a mercy? They believe therein; but those of the Sects that reject it,- the Fire will be their promised meeting-place. Be not then in doubt thereon: for it is the truth from thy Lord: yet many among men do not believe!
Is he then who has with him clear proof from his Lord, and a witness from Him recites it and before it (is) the Book of Musa, a guide and a mercy? These believe in it; and whoever of the (different) parties disbelieves in it, surely it is the truth from your Lord, but most men do not believe.
So, is he who (depends) upon a Supreme evidence from his Lord, and a witness from Him recites it (equal to a disbeliever)? And even before him is the Book of Musa (Moses) for a leader (i.e., Literally:Iman = guide) and a mercy? Those believe in it; and whoever disbelieves in it from (among) the parties, then the Fire is his promised (reward). So do not be (engaged in) wrangling about it; surely it is the Truth from your Lord, but most of mankind do not believe.
Whoever should desire the immediate - We hasten for him from it what We will to whom We intend. Then We have made for him Hell, which he will [enter to] burn, censured and banished. …
Whoever desires the harvest of the Hereafter - We increase for him in his harvest [i.e., reward]. And whoever desires the harvest [i.e., benefits] of this world - We give him thereof, but there is not for him in the Hereafter any share.
So direct your face [i.e., self] toward the religion, inclining to truth. [Adhere to] the fiṭrah of Allāh upon which He has created [all] people. No change should there be in the creation of Allāh. That is the correct religion, but most of the people do not know.
Say, "What thing is greatest in testimony?" Say, "Allāh is witness between me and you. And this Qur’ān was revealed to me that I may warn you thereby and whomever it reaches. Do you [truly] testify that with Allāh there are other deities?" Say, "I will not testify [with you]." Say, "Indeed, He is but one God, and indeed, I am free of what you associate [with Him]."
Say, [O Muḥammad], "O mankind, indeed I am the Messenger of Allāh to you all, [from Him] to whom belongs the dominion of the heavens and the earth. There is no deity except Him; He gives life and causes death." So believe in Allāh and His Messenger, the unlettered prophet, who believes in Allāh and His words, and follow him that you may be guided.
