O you who have believed, indeed the polytheists are unclean, so let them not approach al-Masjid al-Ḥarām after this, their [final] year. And if you fear privation, Allāh will enrich you from His bounty if He wills. Indeed, Allāh is Knowing and Wise.

Tafsir of verse 28
Al-Mukhtasar
Those who have faith in Allah and His Messenger, and follow the sacred law that He established for them, are told that the idolaters are unclean because of their disbelief, disobedience and blameworthy character traits, and evil customs. So they were not to enter the sacred area of Makkah, containing the Sacred Mosque, as pilgrims for the Hajj or Umrah after that year, which was the ninth year of the Hijrah. If the believers fear poverty, because of the idolaters no longer bringing different foods and merchandise, Allah will be sufficient for them from His bounty, if He wills. Allah knows the situation, and is Wise in His plan.
O you who believe, the polytheists are impure23, so do not let them come near the Sacred Mosque after this year. If you fear poverty, Allah will enrich you out of His bounty24, if He wills. Indeed, Allah is All-Knowing, All-Wise.
Notes
[23] Impurity here means: disbelief, vile manners and unholy character.
[24] Because the pilgrimage site was the major trading season in Arabia at that time.
O you who believe (in Allâh’s Oneness and in His Messenger Muhammad صلى الله عليه وسلم)! Verily, the Mushrikûn (polytheists, pagans, idolaters, disbelievers in the Oneness of Allâh, and in the Message of Muhammad صلى الله عليه وسلم) are Najasun (impure).5 So let them not come near Al-Masjidal-Harâm (at Makkah) after this year; and if you fear poverty, Allâh will enrich you if He wills, out of His Bounty. Surely, Allâh is All-Knowing, All-Wise.
Notes
[5] (V.9:28) Their impurity is spiritual and physical: spiritual, because they don’t believe in Allâh’s Oneness and in His Prophet Muhammad صلى الله عليه وسلم ; and physical, because they lack personal hygiene (filthy as regards urine, stools and blood). And the word Najas is used only for those persons who have spiritual impurity e.g. Al-Mushrikûn
O ye who believe! The idolaters only are unclean. So let them not come near the Inviolable Place of Worship after this their year. If ye fear poverty (from the loss of their merchandise) Allah shall preserve you of His bounty if He will. Lo! Allah is Knower, Wise.
O ye who believe! Truly the Pagans are unclean; so let them not, after this year of theirs, approach the Sacred Mosque. And if ye fear poverty, soon will Allah enrich you, if He wills, out of His bounty, for Allah is All-knowing, All-wise.
O you who believe! the idolaters are nothing but unclean, so they shall not approach the Sacred Mosque after this year; and if you fear poverty then Allah will enrich you out of His grace if He please; surely Allah is Knowing Wise.
O you who have believed, surely the associators (Those who associate others with Allah) are only an impurity; so they should not come near the Inviolable Mosque after this season (Literally: after this duration = (this year) of theirs. And if you fear want, then Allah will eventually enrich you of His Grace, in case He (so) decides; surely Allah is Ever-Knowing, Ever-Wise..
‘Abdullāh ibn Abi Bakr ibn Hazm reported that it was mentioned in a letter that the Messenger of Allah (may Allah's peace and blessings be upon him) sent to ‘Amr ibn Hazm that: "No one should touch the Qur'an unless he is pure."
O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allāh], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful.
