Tafsir of verse 17
Al-Mukhtasar
It is not right for the idolaters to attend or care for Allah’s places of worship, worshipping in them, or doing good actions in them, while confirming their disbelief through their displaying of polytheism and the like. Their actions are wasted because they do not have faith, and faith is the condition for actions being accepted. On the Day of Judgement, they will enter the fire of Hell, living in it eternally, unless they repent from idolatry before their death.
It is not for the polytheists to maintain Allah’s mosques16 while openly displaying their disbelief. Their deeds have become worthless, and they will abide in the Fire forever.

It is not for the Mushrikûn (polytheists, idolaters, pagans, disbelievers in the Oneness of Allâh), to maintain the Mosques of Allâh (i.e. to pray and worship Allâh therein, to look after their cleanliness and their building,), while they witness against their ownselves of disbelief. It is not for the idolaters to tend Allah's sanctuaries, bearing witness against themselves of disbelief. As for such, their works are vain and in the Fire they will abide.

The idolaters have no right to visit the mosques of Allah while bearing witness to unbelief against themselves, these it is whose doings are null, and in the fire shall they abide.
In no way should the associators (Those who associate others with Allah) tend the mosques of Allah, witnessing against themselves disbelief; those, their deeds are frustrated, and in the Fire they are eternally (abiding (..
Allāh would not leave the believers in that [state] you are in [presently] until He separates the evil from the good. Nor would Allāh reveal to you the unseen. But [instead], Allāh chooses of His messengers whom He wills, so believe in Allāh and His messengers. And if you believe and fear Him, then for you is a great reward.
But why should Allāh not punish them while they obstruct [people] from al-Masjid al-Ḥarām and they were not [fit to be] its guardians? Its [true] guardians are not but the righteous, but most of them do not know.
