But why should Allāh not punish them while they obstruct [people] from al-Masjid al-Ḥarām and they were not [fit to be] its guardians? Its [true] guardians are not but the righteous, but most of them do not know.

Tafsir of verse 34
Al-Mukhtasar
What prevents them being punished when they have unjustly stopped people from performing both the circling (ţawāf) and the prayer in the Sacred Mosque – actions deserving of punishment? The idolaters are not Allah’s allies. The allies of Allah are only those who are mindful of Him by fulfilling His instructions and avoiding His prohibitions. Most of the idolaters do not know this, as they claim they are Allah’s allies when they are not.
Why should Allah not punish them when they prevent [people] from the Sacred Mosque, although they are not its rightful guardians? Its rightful guardians are only those who fear Allah, but most of them do not know.
And why should not Allâh punish them while they hinder (men) from Al-Masjid-Al-Harâm, and they are not its guardians? None can be its guardians except Al-Muttaqûn (the pious - See V.2:2), but most of them know not.
What (plea) have they that Allah should not punish them, when they debar (His servants) from the Inviolable Place of Worship, though they are not its fitting guardians. Its fitting guardians are those only who keep their duty to Allah. But most of them know not.
But what plea have they that Allah should not punish them, when they keep out (men) from the sacred Mosque - and they are not its guardians? No men can be its guardians except the righteous; but most of them do not understand.
And what (excuse) have they that Allah should not chastise them while they hinder (men) from the Sacred Mosque and they are not (fit to be) guardians of it; its guardians are only those who guard (against evil), but most of them do not know.
And what (plea) have they, that Allah should not torment them, and they are barring from the Inviolable Mosque, and in no way have they been its patrons? Decidedly none (could be) its patrons except the pious ones; but most of them do not know.

They are the ones who disbelieved and obstructed you from al-Masjid al-Ḥarām while the offering was prevented from reaching its place of sacrifice. And if not for believing men and believing women whom you did not know - that you might trample [i.e., kill] them and there would befall you because of them dishonor without [your] knowledge - [you would have been permitted to enter Makkah]. [This was so] that Allāh might admit to His mercy whom He willed. If they had been apart [from them], We would have punished those who disbelieved among them with painful punishment
It is not for the polytheists to maintain the mosques of Allāh [while] witnessing against themselves with disbelief. [For] those, their deeds have become worthless, and in the Fire they will abide eternally. …
They ask you about the sacred month - about fighting therein. Say, "Fighting therein is great [sin], but averting [people] from the way of Allāh and disbelief in Him and [preventing access to] al-Masjid al-Ḥarām and the expulsion of its people therefrom are greater [evil] in the sight of Allāh. And fitnah is greater than killing." And they will continue to fight you until they turn you back from your religion if they are able. And whoever of you reverts from his religion [to disbelief] and dies while he is a disbeliever - for those, their deeds have become worthless in this world and the Hereafter, and those are the companions of the Fire; they will abide therein eternally.
