And the two171 who commit it [i.e., unlawful sexual intercourse] among you - punish [i.e., dishonor] them both. But if they repent and correct themselves, leave them alone. Indeed, Allāh is ever Accepting of Repentance and Merciful.
Notes
[171] Scholars differ over whether "the two" refers to two of the same sex (i.e., homosexuals) or those of opposite sexes. In either case, later rulings outlined in the sunnah have replaced this one.

Tafsir of verse 16
Al-Mukhtasar
If two of your men commit a sexual offence – whether they are married or unmarried – punish them with words and blows, humiliating and disciplining them. If they turn away from what they were doing and correct themselves, then do not harm them. Those who turn away from a sin and ask for forgiveness are like those who have not sinned. Allah turns to those who repent to Him asking for forgiveness, and is Compassionate with them. The ruling of this verse was replaced with the ruling that unmarried men who have illicit sexual relations should be whipped a hundred times and banished for a year, and married men who have illicit sexual relations should be stoned.
If two among you commit this [sin], chastise them. Then if they repent and mend their ways, leave them alone14. Indeed, Allah is Accepting of Repentance, Most Merciful.

[14] Scholars differed over whether "the two" refers to two of the same sex (i.e., homosexuals) or those of opposite sexes. In either case, later rulings outlined in the Sunnah have replaced this one.
And the two persons (man and woman) among you who commit illegal sexual intercourse, hurt them both.5 And if they repent (promise Allâh that they will never repeat, i.e. commit illegal sexual intercourse and other similar sins) and do righteous good deeds, leave them alone. Surely, Allâh is Ever All-Forgiving (the One Who forgives and accepts repentance), (and He is) Most Merciful.
Notes
[5] (V.4:16) See (V.24:2).
And as for the two of you who are guilty thereof, punish them both. And if they repent and improve, then let them be. Lo! Allah is ever relenting, Merciful.
If two men among you are guilty of lewdness, punish them both. If they repent and amend, Leave them alone; for Allah is Oft-returning, Most Merciful.
And as for the two who are guilty of indecency from among you, give them both a punishment; then if they repent and amend, turn aside from them; surely Allah is Oft-returning (to mercy), the Merciful.
And (as for) the two of you who come up with (an obscenity), then hurt them both. Yet, in case they (both) repent and act righteously, then veer away from them (both); surely Allah has been Superbly Relenting, Ever-Merciful.
