And Allāh presents an example: a city [i.e., Makkah] which was safe and secure, its provision coming to it in abundance from every location, but it denied the favors of Allāh. So Allāh made it taste the envelopment of hunger and fear for what they had been doing.

Tafsir of verse 112
Al-Mukhtasar
Allah cites the example of a town - which is Makkah - that was secure and stable with its people having no fear, whilst people around it lived in fear. Its sustenance comes to it abundantly and easily from every direction. But then its people became unappreciative of Allah's blessings to them and they did not thank Him, so Allah recompensed them with hunger and intense fear that was visible in the panic on their faces and emaciation in their bodies to the extent that this became like a garment for them on account of the disbelief and denial that they used to do.
Allah presents an example of a town70 that was safe and secure, receiving its provision in abundance from all directions. Yet its people showed ingratitude to Allah’s favors, so Allah made them taste overwhelming hunger and fear for what they used to do.
Notes
[70] i.e., Makkah.
And Allâh puts forward the example of a township (Makkah), that dwelt secure and well-content: its provision coming to it in abundance from every place, but it (its people) denied the Favours of Allâh (with ungratefulness). So Allâh made it taste extreme of hunger (famine) and fear, because of that (evil, i.e. denying Prophet Muhammad صلى الله عليه و سلم) which they (its people) used to do22.
Notes
[22] (V.16:112) Narrated Ibn ‘Abbâs رضي الله عنهما The Prophet صلى الله عليه وسلم said, "I was shown the Hell-fire and that the majority of its dwellers were women who were disbelievers or ungrateful." He was asked, "Do they disbelieve in Allâh?" (or are they ungrateful to Allâh?) He replied, "They are ungrateful to their husbands and are ungrateful for the favours and the good (charitable deeds) done to them. If you have always been good (benevolent) to one of them for a period of time and then she sees something in you (not of her liking), she will say, ‘I have never seen any good from you.’ " (Sahih Al-Bukhari, Vol.1, Hadith No.28).
Allah coineth a similitude: a township that dwelt secure and well content, its provision coming to it in abundance from every side, but it disbelieved in Allah's favours, so Allah made it experience the garb of dearth and fear because of what they used to do.
Allah sets forth a Parable: a city enjoying security and quiet, abundantly supplied with sustenance from every place: Yet was it ungrateful for the favours of Allah: so Allah made it taste of hunger and terror (in extremes) (closing in on it) like a garment (from every side), because of the (evil) which (its people) wrought.
And Allah sets forth a parable: (Consider) a town safe and secure to which its means of subsistence come in abundance from every quarter; but it became ungrateful to Allah's favors, therefore Allah made it to taste the utmost degree of hunger and fear because of what they wrought.
And Allah has struck a similitude: a town that was secure (and) well composed, its provision coming up to it opulently from every place, then it disbelieved (i.e., they were unthankful) in the amenities of Allah; so Allah made it taste the garment of hunger and fear for the things they were working out (i.e., doing).
And they [i.e., the Quraysh] say, "If we were to follow the guidance with you, we would be swept from our land." Have We not established for them a safe sanctuary to which are brought the fruits of all things as provision from Us? But most of them do not know.
Certainly did Allāh confer [great] favor upon the believers when He sent among them a Messenger from themselves, reciting to them His verses and purifying them and teaching them the Book [i.e., the Qur’ān] and wisdom, although they had been before in manifest error.
Allāh has prepared for them a severe punishment; so fear Allāh, O you of understanding who have believed. Allāh has sent down to you a message [i.e., the Qur’ān]. …
Just as We have sent among you a messenger from yourselves reciting to you Our verses and purifying you and teaching you the Book and wisdom and teaching you that which you did not know. …
