And We have revealed to you, [O Muḥammad], the Book [i.e., the Qur’ān] in truth, confirming that which preceded it of the Scripture and as a criterion over it. So judge between them by what Allāh has revealed and do not follow their inclinations away from what has come to you of the truth. To each of you We prescribed a law and a method.268 Had Allāh willed, He would have made you one nation [united in religion], but [He intended] to test you in what He has given you; so race to [all that is] good.269 To Allāh is your return all together, and He will [then] inform you concerning that over which you used to differ.
Notes
[268] Prior to this revelation, which supersedes all previous scriptures.
[269] i.e., obedience to Allāh according to what He enjoined in the Qur’ān and through the sunnah of His Prophet (ﷺ).

Tafsir of verse 48
Al-Mukhtasar
I sent down to you, O Messenger, the Qur’ān with the truth about which there is no doubt that it is from Allah. It is a confirmation and guardian for the revealed books that came before it. Whatever in those books conforms to it is the truth, and whatever does not is false. So judge between people according to what I have revealed to you in it and do not follow their desires which they have adopted in leaving the truth that has been revealed to you about which there is no doubt. I have made a sacred law and clear path for every nation. If I willed to make all the laws one, I would have done so. But I made a separate law for every nation in order to test them all and to see who follows and who does not. So rush towards doing good actions and leave evil ones. Your return on the Day of Judgement is to Me alone. I will inform you about that which you used to differ in and will repay you for the actions you did.
We have revealed to you [O Prophet] the Book in truth, confirming the scriptures that came before it and as a criterion45 over them. So judge between them according to what Allah has revealed, and do not follow their desires in disregard of the truth that has come to you. To each of you We have ordained a law and a way of life46. If Allah had willed, He would have made you a single community, but He tests you in what He has given you. So compete with one another in doing good deeds. To Allah you will all return, then He will inform you concerning things over which you used to differ.
Notes
[45] Muhaymin: that which testifies the truth therein and falsifies the falsehood added to them.
[46] A fact borne out by millennia that non-Muslim societies (known as dhimmiyyūn) lived and prospered in peace amidst Muslim communities and states. However, the law (shir‘ah) and way of life (minhāj) are different, yet the divinely ordained religion is, in essence, the same. The Prophet (ﷺ) said: “Prophets are half brothers; their mothers are different but their religion is the same.” [Al-Bukhārī: 3443, Muslim: 2365]
And We have sent down to you (O Muhammad صلى الله عليه وسلم) the Book (this Qur’ân) in truth, confirming the Scripture that came before it and Muhaymin (trustworthy in highness and a witness) over it (old Scriptures)16. So judge among them by what Allâh has revealed, and follow not their vain desires, diverging away from the truth that has come to you. To each among you, We have prescribed a law and a clear way. If Allâh had willed, He would have made you one nation, but that (He) may test you in what He has given you; so compete in good deeds. The return of you (all) is to Allâh; then He will inform you about that in which you used to differ.

[16] (V.5:48) Muhaimin: that which testifies the truth that is therein and falsifies the falsehood that is added therein.
And unto thee have We revealed the Scripture with the truth, confirming whatever Scripture was before it, and a watcher over it. So judge between them by that which Allah hath revealed, and follow not their desires away from the truth which hath come unto thee. For each We have appointed a divine law and a traced-out way. Had Allah willed He could have made you one community. But that He may try you by that which He hath given you (He hath made you as ye are). So vie one with another in good works. Unto Allah ye will all return, and He will then inform you of that wherein ye differ.
To thee We sent the Scripture in truth, confirming the scripture that came before it, and guarding it in safety: so judge between them by what Allah hath revealed, and follow not their vain desires, diverging from the Truth that hath come to thee. To each among you have we prescribed a law and an open way. If Allah had so willed, He would have made you a single people, but (His plan is) to test you in what He hath given you: so strive as in a race in all virtues. The goal of you all is to Allah; it is He that will show you the truth of the matters in which ye dispute;
And We have revealed to you the Book with the truth, verifying what is before it of the Book and a guardian over it, therefore judge between them by what Allah has revealed, and do not follow their low desires (to turn away) from the truth that has come to you; for every one of you did We appoint a law and a way, and if Allah had pleased He would have made you (all) a single people, but that He might try you in what He gave you, therefore strive with one another to hasten to virtuous deeds; to Allah is your return, of all (of you), so He will let you know that in which you differed;
And We have sent down to you the Book with the Truth, sincerely verifying whatever of the Book that was before it, (Literally: between its two hands) and Supremely Hegemonic over it. So judge between them according to what Allah has sent down, and do not ever follow their prejudices away from the Truth that has come to you. To every one of you We have made a legislation and a program. And if Allah had so decided, He would indeed have made you one nation; but (He did not) that He may try you in what He has brought you. So race with each other in the charitable (deeds); to Allah will be your return, altogether; so He will fully inform you of that wherein you used to differ.
Say, "Believe in it or do not believe." Indeed, those who were given knowledge before it - when it is recited to them, they fall upon their faces in prostration, …
And We certainly sent into every nation a messenger, [saying], "Worship Allāh and avoid ṭāghūt." And among them were those whom Allāh guided, and among them were those upon whom error was [deservedly] decreed. So proceed [i.e., travel] through the earth and observe how was the end of the deniers.
And if you obey most of those upon the earth, they will mislead you from the way of Allāh. They follow not except assumption, and they are not but misjudging.

And if Allāh had willed, He could have made you [of] one religion, but He sends astray whom He wills and guides whom He wills. And you will surely be questioned about what you used to do.
O you who have believed, upon you is [responsibility for] yourselves. Those who have gone astray will not harm you when you have been guided. To Allāh is your return all together; then He will inform you of what you used to do.
And judge, [O Muḥammad], between them by what Allāh has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allāh has revealed to you. And if they turn away - then know that Allāh only intends to afflict them with some of their [own] sins. And indeed, many among the people are defiantly disobedient.
And We sent, following in their footsteps, Jesus, the son of Mary, confirming that which came before him in the Torah; and We gave him the Gospel, in which was guidance and light and confirming that which preceded it of the Torah as guidance and instruction for the righteous.
And that which We have revealed to you, [O Muḥammad], of the Book is the truth, confirming what was before it. Indeed Allāh, of His servants, is Aware and Seeing.
