And if We had made him [i.e., the messenger] an angel, We would have made him [appear as] a man, and We would have covered them with that in which they cover themselves [i.e., confusion and doubt].

Tafsir of verse 9
Al-Mukhtasar
If I had sent an angel to them, I would have made him in the form of a man, so that they could listen and learn from him, as they would not be able to learn from an angel in the original form that I created him. If I had made him in the form of a man, they would have been confused about him.
And if We had made him an angel, We would have surely made him [appear as] a man3, and We would have caused them confusion just as they are confused.
Notes
[3] This shows that they were not sincere in their demand.
And had We appointed him an angel, We indeed would have made him a man, and We would have certainly confused them in which they are already confused (i.e. the Message of Prophet Muhammad صلى الله عليه وسلم).
Had we appointed him (Our messenger) an angel, We assuredly had made him (as) a man (that he might speak to men); and (thus) obscured for them (the truth) they (now) obscure.
If We had made it an angel, We should have sent him as a man, and We should certainly have caused them confusion in a matter which they have already covered with confusion.
And if We had made him angel, We would certainly have made him a man, and We would certainly have made confused to them what they make confused.
And if We had made him an Angel, We would indeed have made him a man, and We would indeed have confounded for them whatever they are confounding.
