Shoaib in Islam
A prophet sent to the people of Madyan, Shuʿayb is named eleven times in the Quran. He called them to worship Allah alone and to stop cheating in measure: “Give full measure and weight, and do not defraud people of their goods” (7:85); he calls himself “a trustworthy messenger” (26:178). Some commentators identify him with the old man of Madyan who welcomed Musa (28:23); others reject this.
Meaning of the name Shoaib
Shuʿayb has the form of an Arabic diminutive (fuʿayl) from the root sh-ʿ-b, which expresses both gathering and dividing: shaʿb, “people, great tribe”, shiʿb, “mountain path”, shuʿba, “branch”. It is explained as the diminutive of shaʿb or of shiʿb; in Arabic the diminutive often conveys affection rather than smallness. The name owes its prestige to the prophet Shuʿayb, sent to the people of Madyan.
And to [the people of] Madyan [We sent] their brother Shuʿayb. He said, "O my people, worship Allāh; you have no deity other than Him. There has come to you clear evidence from your Lord. So fulfill the measure and weight and do not deprive people of their due and cause not corruption upon the earth after its reformation. That is better for you, if you should be believers.
And to Madyan [We sent] their brother Shuʿayb. He said, "O my people, worship Allāh; you have no deity other than Him. And do not decrease from the measure and the scale. Indeed, I see you in prosperity, but indeed, I fear for you the punishment of an all-encompassing Day.
And to Madyan [We sent] their brother Shuʿayb, and he said, "O my people, worship Allāh and expect the Last Day and do not commit abuse on the earth, spreading corruption."
