Quota places are allocated by draw among registered applicants; those selected then pay for the official package or go through a licensed agency, depending on the country.

Three routes: the Ministry of Interior draw, tourism companies and the Ministry of Social Solidarity; you can register for only one. Applicants must be at least 21 years old and must never have performed Hajj.
