And intercession does not benefit with Him except for one whom He permits. [And those wait] until, when terror is removed from their hearts,1231 they will say [to one another], "What has your Lord said?" They will say, "The truth." And He is the Most High, the Grand.

Tafsir of verse 23
Al-Mukhtasar
And intercession in His presence does not benefit except for one whom Allah gives permission, and Allah does not give permission to intercede except for whom He is pleased, due to His greatness. And part of His greatness is that when He speaks in the heavens, the angels flap their wings in submission to what He says, until when the state of fear dissappears from their hearts some of them say to others: “What did your Lord just say?” The angels reply He said the truth, and He is High in His essence, and subduing, the Great.
No intercession will be of any benefit before Him, except for those whom He gave permission. Until when their hearts are relieved of dread17, they will say [to the angels], “What did your Lord just say?” They will say, “The Truth, and He is the Most High, Most Great.”
Notes
[17] i.e., the hearts of the angels who will have permission to intercede.
Intercession with Him profits not except for him whom He permits. So much so that when fear is banished from their (angels’) hearts, they (angels) say: "What is it that your Lord has said?" They say: "The truth. And He is the Most High, the Most Great."
No intercession availeth with Him save for him whom He permitteth. Yet, when fear is banished from their hearts, they say: What was it that your Lord said? They say: The Truth. And He is the Sublime, the Great.
"No intercession can avail in His Presence, except for those for whom He has granted permission. So far (is this the case) that, when terror is removed from their hearts (at the Day of Judgment, then) will they say, 'what is it that your Lord commanded?' they will say, 'That which is true and just; and He is the Most High Most Great'."
And intercession will not avail aught with Him save of him whom He permits. Until when fear shall be removed from their hearts, They shall say: What is it that your Lord said? They shall say: The truth. And He is the Most High, the Great.
And intercession will not profit in His Reckoning except for him to whom He gives permission; till, when alarm (is lifted) from their hearts, they will say, "What did your Lord say?" They will say, "The Truth; and He is The Ever-Exalted, The Ever-Great."
He causes the night to enter the day, and He causes the day to enter the night and has subjected the sun and the moon - each running [its course] for a specified term. That is Allāh, your Lord; to Him belongs sovereignty. And those whom you invoke other than Him do not possess [as much as] the membrane of a date seed.
Allāh - there is no deity except Him, the Ever-Living, the Self-Sustaining. Neither drowsiness overtakes Him nor sleep. To Him belongs whatever is in the heavens and whatever is on the earth. Who is it that can intercede with Him except by His permission? He knows what is [presently] before them and what will be after them, and they encompass not a thing of His knowledge except for what He wills. His Kursī extends over the heavens and the earth, and their preservation tires Him not. And He is the Most High, the Most Great.
And how many angels there are in the heavens whose intercession will not avail at all except [only] after Allāh has permitted [it] to whom He wills and approves.
