If Allāh should return you to a faction of them [after the expedition] and then they ask your permission to go out [to battle], say, "You will not go out with me, ever, and you will never fight with me an enemy. Indeed, you were satisfied with sitting [at home] the first time, so sit [now] with those who stay behind."

Tafsir of verse 83
Al-Mukhtasar
If Allah returns you, O Prophet, to a group of these hypocrites who are firm in their hypocrisy and they ask you for permission to go out with you in another battle, then say to them: You, hypocrites, will never go out with me in Allah’s path, as a punishment for you and a means of avoiding the harms that may arise due to your presence with me. You were quite pleased to remain behind in the battle of Tabūk, so stay with those sick persons, women and children who remain behind.
If Allah brings you back to a group of them and they ask your permission to go forth with you, say, “You will never go forth with me, nor will you ever fight an enemy with me. You were content to remain behind the first time, so now stay with those who remained behind68.”
Notes
[68] It is used here to impart a derogatory sense because of their incapacity.
If Allâh brings you back to a party of them (the hypocrites), and they ask your permission to go out (to fight), say: "Never shall you go out with me nor fight an enemy with me; you were pleased to sit (inactive) on the first occasion, then you sit (now) with those who lag behind."
If Allah bring thee back (from the campaign) unto a party of them and they ask of thee leave to go out (to fight), then say unto them: Ye shall never more go out with me nor fight with me against a foe. Ye were content with sitting still the first time. So sit still, with the useless.
If, then, Allah bring thee back to any of them, and they ask thy permission to come out (with thee), say: "Never shall ye come out with me, nor fight an enemy with me: for ye preferred to sit inactive on the first occasion: Then sit ye (now) with those who lag behind."
Therefore if Allah brings you back to a party of them and then they ask your permission to go forth, say: By no means shall you ever go forth with me and by no means shall you fight an enemy with me; surely you chose to sit the first time, therefore sit (now) with those who remain behind.
Then, in case Allah returns you to a section of them, (and) so they ask permission of you to go out, then say, "You shall never go out with me at all, and you shall never fight with me any enemy; surely you were satisfied with sitting back the first time, so sit back with the ones who tarry behind.".
And We will turn away their hearts and their eyes just as they refused to believe in it [i.e., the revelation] the first time. And We will leave them in their transgression, wandering blindly.
Those who remained behind will say when you set out toward the war booty to take it, "Let us follow you." They wish to change the words of Allāh. Say, "Never will you follow us. Thus did Allāh say before." So they will say, "Rather, you envy us." But [in fact] they were not understanding except a little.
Ask forgiveness for them, [O Muḥammad], or do not ask forgiveness for them. If you should ask forgiveness for them seventy times - never will Allāh forgive them. That is because they disbelieved in Allāh and His Messenger, and Allāh does not guide the defiantly disobedient people.
