Not equal are those believers remaining [at home] - other than the disabled - and the mujāhideen, [who strive and fight] in the cause of Allāh with their wealth and their lives. Allāh has preferred the mujāhideen through their wealth and their lives over those who remain [behind], by degrees. And to all [i.e., both] Allāh has promised the best [reward]. But Allāh has preferred the mujāhideen over those who remain [behind] with a great reward -

Tafsir of verse 95
Al-Mukhtasar
Those believers who remain behind from striving in Allah’s path – besides those who have an excuse, such as sickness – are not equal to those who strive in Allah’s path, spending their wealth and giving their time. Allah has given those who strive in His path a rank above those who remain behind. Those who strive, as well as those who remain behind with a valid excuse, shall receive the reward they deserve. Allah has preferred those who strive over those who sit back by giving them a greater reward from Him.
Not equal are those believers who stay behind – except those forced by necessity – and those who fight in the way of Allah with their wealth and their lives. Allah has given a higher rank to those who fight with their wealth and their lives than those who stay behind. To each Allah has promised a fine reward71, but Allah has favored those who fight over those who stay behind with a great reward,
Notes
[71] i.e., Paradise.
Not equal are those of the believers who sit (at home), except those who are disabled (by injury or are blind or lame), and those who strive hard and fight in the Cause of Allâh with their wealth and their lives. Allâh has preferred in grades those who strive hard and fight with their wealth and their lives above those who sit (at home). Unto each, Allâh has promised good (Paradise), but Allâh has preferred those who strive hard and fight, above those who sit (at home) by a huge reward.
Those of the believers who sit still, other than those who have a (disabling) hurt, are not on an equality with those who strive in the way of Allah with their wealth and lives. Allah hath conferred on those who strive with their wealth and lives a rank above the sedentary. Unto each Allah hath promised good, but He hath bestowed on those who strive a great reward above the sedentary;
Not equal are those believers who sit (at home) and receive no hurt, and those who strive and fight in the cause of Allah with their goods and their persons. Allah hath granted a grade higher to those who strive and fight with their goods and persons than to those who sit (at home). Unto all (in Faith) Hath Allah promised good: But those who strive and fight Hath He distinguished above those who sit (at home) by a special reward,-
The holders back from among the believers, not having any injury, and those who strive hard in Allah's way with their property and their persons are not equal; Allah has made the strivers with their property and their persons to excel the holders back a (high) degree, and to each (class) Allah has promised good; and Allah shall grant to the strivers above the holders back a mighty reward:
(The ones) of the believers sitting back-other than the ones (suffering) harm-are not the equals of the ones who strive in the way of Allah with their riches and their selves. Allah has graced the ones who strive with their riches and their selves with a (superior) degree over the ones sitting back; and to each Allah has promised the fairest (reward); and Allah has graced the ones striving over the ones sitting back with a magnificent reward.
The ones who have believed, emigrated and striven in the cause of Allāh with their wealth and their lives are greater in rank in the sight of Allāh. And it is those who are the attainers [of success].
And why do you not spend in the cause of Allāh while to Allāh belongs the heritage of the heavens and the earth? Not equal among you are those who spent before the conquest [of Makkah] and fought [and those who did so after it]. Those are greater in degree than they who spent afterwards and fought. But to all Allāh has promised the best [reward]. And Allāh, of what you do, is Aware.
