Tafsir of verse 63
Al-Mukhtasar
Is He not best who guides you in the darkness of the land and the darkness of the sea through the signs and stars He fixes for you, and who sends winds to give good news of close rainfall through which He will have mercy on His servants? Is there a true god alongside Allah who makes all that happen and decrees it? Allah is purified and far removed from the partners the creation associate with Him
Is He [not better] Who guides you in the depths of the darkness of the land and sea20, and Who sends the winds as harbingers ahead of His mercy21? Is there any god besides Allah? Exalted is Allah far above the partners they associate with Him!

And it is He who sends the winds as good tidings before His mercy [i.e., rainfall] until, when they have carried heavy rainclouds, We drive them to a dead land and We send down rain therein and bring forth thereby [some] of all the fruits. Thus will We bring forth the dead; perhaps you may be reminded.
