Translation
And those who associate others with Allāh say, "If Allāh had willed, we would not have worshipped anything other than Him, neither we nor our fathers, nor would we have forbidden anything through other than Him." Thus did those do before them. So is there upon the messengers except [the duty of] clear notification?

Tafsir of verse 35
Al-Mukhtasar
Those who associated others with Allah in their worship said: Had Allah willed for us to worship Him alone and not to ascribe any partners to Him, we would not have worshipped anything besides Him, neither us, nor our ancestors before us. Had He willed for us not to prohibit anything we would not have done so. The disbelievers of the past also presented such false arguments. The duty of the Messengers is only to clearly communicate what they have been instructed to convey and they have done so. The disbelievers cannot present fate as an argument after Allah has given them free will and choice and sent to them His Messengers.
Those who associate partners with Allah say, “If Allah had willed, neither we nor our forefathers would have worshiped anything besides Him, nor would we have prohibited anything without His command22.” Those who came before them did the same. Is the duty of the messengers except to convey the message clearly?
Notes
[22] They falsely argue citing predestination (al-qadā’ wa al-qadar), while they were given the ability to choose the path to follow in this life.
And those who joined others in worship with Allâh said: "If Allâh had so willed, neither we nor our fathers would have worshipped aught but Him, nor would we have forbidden anything without (Command from) Him." So did those before them. Then! Are the Messengers charged with anything but to convey clearly the Message?
And the idolaters say: Had Allah willed, we had not worshipped aught beside Him, we and our fathers, nor had we forbidden aught without (command from) Him. Even so did those before them. Are the messengers charged with aught save plain conveyance (of the message)?
The worshippers of false gods say: "If Allah had so willed, we should not have worshipped aught but Him - neither we nor our fathers,- nor should we have prescribed prohibitions other than His." So did those who went before them. But what is the mission of messengers but to preach the Clear Message?
And they who give associates (to Allah) say: If Allah had pleased, we would not have served anything besides Allah, (neither) we nor our fathers, nor would we have prohibited anything without (order from) Him. Thus did those before them; is then aught incumbent upon the messengers except a plain delivery (of the message)?
And the ones who have associated (others with Allah) have said, "If Allah had so decided, in no way would we have worshiped, apart from Him, anything, neither we nor our fathers; and in no way would we have prohibited, apart from Him, anything (whatsoever)." Thus did the ones before them perform. So are the Messengers (entrusted) with anything except (to deliver) the evident proclamation?
Have they not traveled through the land and seen how was the end of those before them? Allāh destroyed [everything] over them, and for the disbelievers is something comparable.
O Messenger, let them not grieve you who hasten into disbelief – of those who say, "We believe" with their mouths, but their hearts believe not, and from among the Jews. [They are] avid listeners to falsehood, listening to another people who have not come to you. They distort words beyond their [proper] places [i.e., usages], saying, "If you are given this, take it; but if you are not given it, then beware." But he for whom Allāh intends fitnah - never will you possess [power to do] for him a thing against Allāh. Those are the ones for whom Allāh does not intend to purify their hearts. For them in this world is disgrace, and for them in the Hereafter is a great punishment.
And my advice will not benefit you - although I wished to advise you - if Allāh should intend to put you in error. He is your Lord, and to Him you will be returned."
Verses with similar wording
They share a sequence of words with this verse: useful for telling them apart when memorising.
Those who associated [others] with Allāh will say, "If Allāh had willed, we would not have associated [anything] and neither would our fathers, nor would we have prohibited anything." Likewise did those before deny until they tasted Our punishment. Say, "Do you have any knowledge that you can produce for us? You follow not except assumption, and you are not but misjudging."
Do they [i.e., the disbelievers] await except that the angels should come to them or there comes the command of your Lord? Thus did those do before them. And Allāh wronged them not, but they had been wronging themselves.
Say, "If Allāh had willed, I would not have recited it to you, nor would He have made it known to you, for I had remained among you a lifetime before it. Then will you not reason?"
