Indeed, those who have believed and emigrated and fought with their wealth and lives in the cause of Allāh and those who gave shelter and aided - they are allies of one another. But those who believed and did not emigrate - for you there is no support of them until they emigrate. And if they seek help of you for the religion, then you must help, except against a people between yourselves and whom is a treaty. And Allāh is Seeing of what you do.

Tafsir of verse 72
Al-Mukhtasar
Those who believed in Allah, accepted His Messenger, practised His sacred law, emigrated from the land of disbelief to the land of Islam, or to a place in which they can worship Allah safely, and strived in Allah’s path by spending their wealth and giving their lives to raise Allah’s Word, and those who hosted them in their homes and supported them – those emigrants and those locals who supported them are friends of one another in terms of providing support and assistance. As for those who believed in Allah but did not emigrate from the land of disbelief to the land of Islam, you have no obligation, O believers, to support and protect them until they emigrate in Allah’s path. If the disbelievers oppress them and they seek your help, then help them against their enemies, unless there is a pact between you and their enemy that is still in place. Allah sees what you do. No action of yours is hidden from Him and He will repay you for them.
Those who believed, migrated, and fought with their wealth and their lives in the cause of Allah, and those who provided [the migrants] with shelter and help – they are allies of one another. As for those who believed but did not migrate, you have no obligation to protect them until they migrate. But if they seek your help in religion, it is your obligation to help, except against people with whom you have a treaty. And Allah is All-Seeing of what you do.
Verily, those who believed, and emigrated and strove hard and fought with their property and their lives in the Cause of Allâh as well as those who gave (them) asylum and help, - these are (all) allies to one another. And as to those who believed but did not emigrate (to you O Muhammad صلى الله عليه وسلم), you owe no duty of protection to them until they emigrate7; but if they seek your help in religion, it is your duty to help them except against a people with whom you have a treaty of mutual alliance; and Allâh is the All-Seer of what you do.
Notes
[7] (V.8:72): See the footnote of (V.3:149).
Lo! those who believed and left their homes and strove with their wealth and their lives for the cause of Allah, and those who took them in and helped them: these are protecting friends one of another. And those who believed but did not leave their homes, ye have no duty to protect them till they leave their homes; but if they seek help from you in the matter of religion then it is your duty to help (them) except against a folkbetween whom and you there is a treaty. Allah is Seer of what ye do.
Those who believed, and adopted exile, and fought for the Faith, with their property and their persons, in the cause of Allah, as well as those who gave (them) asylum and aid,- these are (all) friends and protectors, one of another. As to those who believed but came not into exile, ye owe no duty of protection to them until they come into exile; but if they seek your aid in religion, it is your duty to help them, except against a people with whom ye have a treaty of mutual alliance. And (remember) Allah seeth all that ye do.
Surely those who believed and fled (their homes) and struggled hard in Allah's way with their property and their souls, and those who gave shelter and helped-- these are guardians of each other; and (as for) those who believed and did not fly, not yours is their guardianship until they fly; and if they seek aid from you in the matter of religion, aid is incumbent on you except against a people between whom and you there is a treaty, and Allah sees what you do.
Surely the ones who have believed and have emigrated and striven with their riches and their selves in the way of Allah, and the ones who have given abode and have vindicated, those are constant patrons of one another (Literally: some of them are patrons of some "others). And the ones who have believed, and have not emigrated, in no way are you to offer them patronage in anything till they emigrate; and in case they ask you (help towards) victory in (the name) of the religion, then you have (to help them) towards victory, except against a people between whom and you there is a compact; and Allah is Ever-Beholding whatever you do.
And the first forerunners [in the faith] among the Muhājireen and the Anṣār and those who followed them with good conduct - Allāh is pleased with them and they are pleased with Him, and He has prepared for them gardens beneath which rivers flow, wherein they will abide forever. That is the great attainment.
Allāh has already forgiven the Prophet and the Muhājireen and the Anṣār who followed him in the hour of difficulty after the hearts of a party of them had almost inclined [to doubt], and then He forgave them. Indeed, He was to them Kind and Merciful.
For the poor emigrants who were expelled from their homes and their properties, seeking bounty from Allāh and [His] approval and supporting [the cause of] Allāh and His Messenger, [there is also a share]. Those are the truthful. …

But those who have believed and emigrated and fought in the cause of Allāh and those who gave shelter and aided - it is they who are the believers, truly. For them is forgiveness and noble provision.
The believers are only the ones who have believed in Allāh and His Messenger and then doubt not but strive with their properties and their lives in the cause of Allāh. It is those who are the truthful.
Those who remained behind rejoiced in their staying [at home] after [the departure of] the Messenger of Allāh and disliked to strive with their wealth and their lives in the cause of Allāh and said, "Do not go forth in the heat." Say, "The fire of Hell is more intense in heat" - if they would but understand.
The ones who have believed, emigrated and striven in the cause of Allāh with their wealth and their lives are greater in rank in the sight of Allāh. And it is those who are the attainers [of success].
