And they did not appraise Allāh with true appraisal324 when they said, "Allāh did not reveal to a human being anything." Say, "Who revealed the Scripture that Moses brought as light and guidance to the people? You [Jews] make it into pages, disclosing [some of] it and concealing much. And you325 were taught that which you knew not - neither you nor your fathers." Say, "Allāh [revealed it]." Then leave them in their [empty] discourse, amusing themselves.

Tafsir of verse 91
Al-Mukhtasar
The idolaters did not venerate Allah as He should be venerated when they said to their prophet, Muhammad (peace be upon him), ‘Allah has not sent down any revelation to any human being’. Say to them, O Messenger: Who is the One who sent down the Torah to Moses, as a light and guidance for his people? The Jews put it into sheets; and they show what agrees with their desires and conceal what does not, such as the description of Muhammad (peace be upon him). You, O Arabs, were taught the Qur’ān, which neither you nor your predecessors knew. Say to them, O Messenger, ‘Allah sent it down’, then leave them to their ignorance and misguidance, until the most certain thing – death – comes to them.
They did not revere Allah His true reverence when they said, “Allah has sent down nothing to human beings.” Say [O Prophet], “Who then sent down the Scripture that Moses brought as a light and guidance for people, but you make it into separate sheets – revealing some and concealing much, although you have been taught [this Qur’an] which neither you nor your forefathers knew?” Say, “Allah [sent it down].” Then leave them to amuse themselves in their falsehood.
They (the Jews, Quraish pagans, idolaters) did not estimate Allâh with an estimation due to Him when they said: "Nothing did Allâh send down to any human being (by revelation)." Say (O Muhammad صلى الله عليه وسلم): "Who then sent down the Book which Mûsâ (Moses) brought, a light and a guidance to mankind which you (the Jews) have made into (separate) papersheets, disclosing (some of it) and concealing much. And you (believers in Allâh and His Messenger Muhammad صلى الله عليه وسلم) were taught (through the Qur’ân) that which neither you nor your fathers knew." Say: "Allâh (sent it down)." Then leave them to play in their vain discussions. (Tafsir Al-Qurtubî).
And they measure not the power of Allah its true measure when they say: Allah hath naught revealed unto a human being. Say (unto the Jews who speak thus): Who revealed the Book which Moses brought, a light and guidance for mankind, which ye have put on parchments which ye show, but ye hide much (thereof), and (by which) ye were taught that which ye knew not yourselves nor (did) your fathers (know it)? Say: Allah. Then leave them to their play of cavilling.
No just estimate of Allah do they make when they say: "Nothing doth Allah send down to man (by way of revelation)" Say: "Who then sent down the Book which Moses brought?- a light and guidance to man: But ye make it into (separate) sheets for show, while ye conceal much (of its contents): therein were ye taught that which ye knew not- neither ye nor your fathers." Say: "Allah (sent it down)": Then leave them to plunge in vain discourse and trifling.
And they do not assign to Allah the attributes due to Him when they say: Allah has not revealed anything to a mortal. Say: Who revealed the Book which Musa brought, a light and a guidance to men, which you make into scattered writings which you show while you conceal much? And you were taught what you did not know, (neither) you nor your fathers. Say: Allah then leave them sporting in their vain discourses.
And in no way have they estimated Allah His true estimate as they said, "In no way has Allah sent down anything on any mortal." Say, "Who sent down the Book that Musa (Moses) came with (as) a light and a guidance to mankind? You make it into papers, displaying them, and concealing much; and you were taught what you did not know yourselves, nor your fathers." Say, " Allah." Thereafter leave them out, playing in their wading (i.e., plunge in vain discourse).
Have the people been amazed that We revealed [revelation] to a man from among them, [saying], "Warn mankind and give good tidings to those who believe that they will have a [firm] precedence of honor with their Lord"? [But] the disbelievers say, "Indeed, this is an obvious magician."
So woe to those who write the "scripture" with their own hands, then say, "This is from Allāh," in order to exchange it for a small price. Woe to them for what their hands have written and woe to them for what they earn.

The bedouins are stronger in disbelief and hypocrisy and more likely not to know the limits of what [laws] Allāh has revealed to His Messenger. And Allāh is Knowing and Wise.
