'A'isha reported that 'Umar misconstrued the fact that the Messenger of Allah (ﷺ) had prohibited the observance of prayer at the time of the rising sun and at the time of its setting.

يُتَحَرَّى طُلُوعُ الشَّمْسِ وَغُرُوبُهَا ‏.‏

Narrated by Ā’ishah

The Prophet (ﷺ) said: "No (religious) journey is to be undertaken except to (pray in) the three mosques: The Sacred Mosque (Makkah), the Aqsa Mosque (Jerusalem), and this Mosque of mine (al-Madinah)." [Agreed upon, and the wording is al-Bukhari's].

"لَا تُشَدُّ اَلرِّحَالُ إِلَّا إِلَى ثَلَاثَةِ مَسَاجِدَ: مَسْجِد اَلْحَرَامِ, وَمَسْجِدِ اَلْأَقْصَى, وَمَسْجِدِي"
