حَدَّثَنَا مُحَمَّدُ بْنُ عَبْدِ اللَّهِ بْنِ نُمَيْرٍ، حَدَّثَنَا يُونُسُ بْنُ بُكَيْرٍ، حَدَّثَنَا ابْنُ إِسْحَاقَ، حَدَّثَنَا ابْنُ أَبِي نَجِيحٍ، عَنْ مُجَاهِدٍ، عَنِ ابْنِ عَبَّاسٍ، قَالَ قِيلَ يَا رَسُولَ اللَّهِ

لِمَ ظَاهَرْتَ لِلْمُحَلِّقِينَ ثَلاَثًا وَلِلْمُقَصِّرِينَ وَاحِدَةً قَالَ ‏"‏ إِنَّهُمْ لَمْ يَشُكُّوا ‏"

It was narrated that Ibn ‘Abbas said:

“It was said: ‘O Messenger of Allah, why did you support (by supplicating for) those who shave (their heads) three times and those who cut (their hair) only once?’ He said: ‘Because they did not entertain any doubts.’”

Al-Sindi — Hashiyat al-Sindi on Sunan Ibn Majah

قَوْله ( ظَاهَرْت لِلْمُحَلِّقِينَ ) أَيْ أَعَنْتهمْ وَأَيَّدْتهمْ بِالدُّعَاءِ لَهُمْ ثَلَاث مَرَّات ( إِنَّهُمْ لَمْ يَشُكُّوا ) أَيْ مَا عَامَلُوا مُعَامَلَة مَنْ يَشُكّ فِي أَنَّ الِاتِّبَاع أَحْسَن وَأَمَّا مَنْ قَصَّرَ فَقَدْ عَامَلَ مُعَامَلَة الشَّاكّ فِي ذَلِكَ حَيْثُ تَرَك فِعْله صَلَّى اللَّه عَلَيْهِ وَسَلَّمَ.…

Yahya b. al-Husain quoted his grandmother as saying she heard the Prophet at the Farewell Pilgrimage make supplication three.times for those who had their heads shaved and once for those who clipped their hair. Muslim trahsmitted it.
